Founded in 1986 to compensate terrorism victims, the Compensation Fund for Victims of Acts of Terrorism and Other Offenses (FGTI — Fonds de Garantie des Victimes des Actes de Terrorisme et d’Autres Infractions) has since seen its role expanded to compensate the victims of ordinary criminal offenses in 1990, and to help collect damages and interest awarded by a court ruling (SARVI) in 2008.

Terrorism victims wounded or shocked from being in the danger zone at the time of an attack and the loved ones of victims killed by such attacks are eligible for compensation.

The FGTI is responsible for ensuring that full compensation is made for prejudice resulting from a personal assault. To that end, it compensates physical, moral and financial prejudice and the extraordinary prejudice specific to victims of terrorist acts.

The FGTI also covers funeral costs and related expenses, such as coffin, cremation, ceremonies, transport, etc., either directly with the mortuary home or by reimbursing the family for the sums it has spent, in accordance with the family's wishes.
