Civilian victims of war status

Direct victims of terrorism acts committed in France can take advantage of provisions under the armed services invalidity pension and victims of war code (Code des pensions militaires d’invalidité et des victimes de guerre), which applies to civilian victims of war.

If you are a victim, you may under certain circumstances benefit from an armed services invalidity pension (pension militaire d’invalidité).
Once you have received final compensation from the FGTI, this pension will ensure that 100% of your healthcare and orthopaedic expenses incurred in connection with the attack are covered by the National Military Social Security Fund (CNMSS).
You may also take advantage of personalized attention and social action, such as financial assistance and support for training and career change expenses, as well as administrative assistance available at the 103 local service branches of the French National Office for Combatants and Victims of War (ONaCVG), in particular for the “Adoption by the Nation" procedure and for preparing the request for an armed services invalidity pension.
ONaCVG offers support up until the armed services invalidity pension (PMI) is granted for physical or psychological harm. Once the PMI has been granted, the support becomes final.
The children of victims of terrorist acts as well as direct victims under 22 can be adopted by the French nation as a ward. Ward of the Nation status allows for special material and non-material protections to be provided by the National Office of Combatants and Victims of War, in addition to the support provided by the victim's family. This support can be used to cover upkeep and educational costs in whole or in part in case of the need or lack of family resources.
Victims of terrorist acts can be hospitalized or receive day hospital check ups at armed services training hospitals (HIA — Hôpitaux d’Instruction des Armées) and take advantage of support by the National Institute for the Disabled (INI — Institution Nationale des Invalides).
